List fixed price listing on eBay.pl

Hello,

we are company from Germany with own store (http://stores.ebay.de/4x4-discount) and we are listing our products (translated to proper language) also on EBAY-IT, EBAY-FR, EBAY-UK and now we would like to list our products also on EBAY-PL but we are getting this error (we are using EBAY API and AddFixedPriceItem call):

The item cannot be listed or modified. The title and/or description may contain improper words, or the listing or seller may be in violation of eBay policy.

Z uwagi na częste przypadki naruszania naszych zasad dotyczących Omijania opłat, ograniczyliśmy możliwość wystawiania nowych przedmiotów z wysyłką poza Polskę przez osoby zarejestrowane w serwisach eBay innych niż eBay.pl.

Ponieważ nie jesteś zarejestrowany w serwisie eBay.pl, możesz wystawiać przedmioty tylko z wysyłką do Polski.

We tried to call to German eBay support but they don't help us.

Could you please help me what to do to fix it?

There is no fix. As they write: your listing can not offer shipping beyond Polish borders.

That Ebay's rule prevents Ebay's  losses due to omitting  paying fees.

Breaking them puts you in conflict with Ebay policy and may result in account suspension.

OK, so if I understand it well, only Polish companies can list items on Polish eBay? So even if we have translated part names to Polish and we have a shipping rates to Poland we are not able to list on EBAY-PL?
