How do I set shipping only to the European Union and different shipping costs for different countries?

Hi.
I wanted to list a few offers here on eBay. I got around to it today, but I noticed two things. I don’t have the option to set shipping only to the European Union (I want to ship only to EU countries). And I don’t know how to set different shipping costs for different EU countries. Does anyone know how this can be set up? I tried listing it on a computer.
