Problem with payment via PayPal

Since yesterday I've been having a problem completing a transaction I want to buy an item in the USA. Payment method: PayPal. Everything goes fine, but once I'm on the PayPal page and after all the verifications I click to complete the purchase, I'm redirected to Ebay.com
There I see a message saying that PayPal is unable to finalize the transaction at this moment. Change the payment method.
I've never experienced anything like this before. What's going on? Has anyone had this problem?
I'll add that I cleared cookies and history. I changed the browser and computer. All for nothing
There are funds in the account, the card is without limits.

I’ll repeat what I read on another forum:
Back when PayPal was integrated with eBay, eBay introduced random card blocks based on some key for security reasons. This applied to cards because they were in the group of accepted payment methods.
Now PayPal has been downgraded to that group, so it is assumed that the algorithm automatically included it in the audit.
That’s the theory, and whether it’s true only the insider circle of eBay employees knows. Either way: do as they say, use another method.
