Duty on electronics from the USA

Hello. The customs duty rate for electronics from the USA is 0%, so we don't pay customs duty on them. Why then does eBay charge customs duty when buying MacBooks, Apple Watch in stores from the USA? Has anyone encountered this problem and knows a solution?

VAT was charged separately. They charged VAT and customs duty.

I’m hearing for the first time that they’re charging customs duty. Maybe it’s some kind of handling fee, foreign transaction fee, or agent fee? It says customs duty (duty)?
