private shipment from the USA to Poland

I have a question for people who ship from the US to Poland.
What is currently the best way to send books from the US to Poland?
A private shipment, not a purchase. The value of the shipment - its contents - is 15 USD.
At the post office, they gave the shipping cost to Poland as 28.55 USD, but also said that the recipient will have to pay 15.61 USD upon delivery. ??? - They said that now a fee is charged on every shipment to the EU.
So I don't know whether this is some kind of mistake?, or will it really be like that? And why is this fee supposed to be higher than the value of the package? VAT on books is 5%.
Please help me with how to send it so that there isn't such a large fee...

With Polamer you would pay $31.50 and Atlantic $20.
Polamer will accept it at their office and send it to you. Atlantic doesn’t offer that service. I think Polonez also acts as an intermediary, and its prices are similar to Polamer’s. The recipient pays nothing unless items worth over 150 euros are customs-cleared at the border. They may charge VAT, but it hasn’t happened to me yet that they charged it on books.
