Base for wall strips
I want to stick decorative mouldings on the wall in the hallway, but I don't know what kind of surface is required and whether it can be stuck onto the existing paint or if it needs to be scraped off.

If the paint is well attached to the wall, doesn’t peel, and is hard, you can stick the molding directly onto it after cleaning it properly and lightly roughening it with 80-120 grit sandpaper to improve adhesion. Gypsum or mounting adhesive on such a surface holds well. The problem is when you have old chalk paint or peeling paint, because the adhesive will tear the molding off together with the paint from the wall after some time. In that case, you need to get rid of the old paint or at least prime it with a strong bonding agent that will strengthen the substrate. With decorative gypsum moldings, it’s worth remembering that they’re heavier than polystyrene ones and require good adhesive and holding them in place for 2-3 minutes after pressing them on. At the joints between sections, you fill and sand before painting so the seam is invisible.
