Sales commission and other costs

Good morning,
we’re considering selling abroad PL ->DE. In connection with that, I have a few questions for people familiar with the topic.
Category: Home and garden
Item price: 1000E
How do we calculate the commission for a product in the category and price indicated above? (11 % for the price of 990E and an additional 2% above the price of 990E?) To sum up: 990 x 11 % + 10 x 2%?
What does the payment side look like (are additional commissions charged for it?)
Is it the case that, in order to avoid currency conversions from EURO to PLN, the only option left for us is to launch a company branch in DE?(even with a PayPal currency account, will it charge a currency conversion fee? what % is it?).
Do you have a proven waste recycling company? (does anyone even verify this? - meaning how would anyone verify how many cardboard boxes or film we introduced into DE territories).
Thank you for all the information.
11% for the portion of the total sales amount up to 900 zł
2% for the portion of the total sales amount above 900 zł

PayPal no longer accepts payments, eBay manages finances. Exclusively. And it's only a little more expensive than PayPal. So, about 3%
