PayPal - problem with identity verification

I have a big problem with PayPal. About 2 weeks ago I made purchases in an online store, and when I wanted to buy another thing in a different store, a message appeared saying there was a problem verifying my identity. Since then I haven’t been able to make any purchases or send money to friends, and I can only withdraw money from my PayPal balance to my bank account. I’ve called customer support many times and, despite their promises, nothing has still been done to fix the problem.
What do you recommend in this situation? I’m starting to suspect that PayPal is stalling, and since my account is 100 percent verified and the funds in it come from legitimate sources, won’t it be necessary to take legal action to regain full freedom to use the account?
