Ebay.pl vs de vs uk and EU VAT and non-EU VAT

I have 2 questions, and the answers I find on the forum aren’t clear to me:
1. I will be selling clothes on eBay. Initially on a private account, only Europe, also the UK). Shipping from Poland. Is there any difference for a customer from Germany, Italy, England or Spain, and for the eBay search engine itself, depending on which eBay I list on? eBay.pl is the natural choice for me, but I have the impression that the PL one is somehow poor and less reliable compared to, for example, the UK one, and it also displays worse for customers other than those from eBay.pl.
2. The second issue is VAT, who pays it, when and how. My private experience buying something from Japan or the UK after leaving the EU is that VAT was added right away at the time of purchase, which I had to pay when finalizing the transaction.
I sold my first thing on eBay, just to the UK, and the customer received a notification from customs that she had to pay duty, but also about 20% VAT, which she was outraged by. Is VAT always on the buyer’s side or not? If I sell from eBay.pl to the EU, e.g. to Germany, will the customer also have to pay it, or would it then be on my side? And is there a difference if I sell from eBay.uk to the EU if the goods are shipped from Poland?
Can I select some option at the listing stage so that VAT is added right away to the item price at purchase, to avoid later formalities and misunderstandings?

It’s best to list on the eBay site where there is the highest demand for your goods, which often goes hand in hand with the number of buyers. The most visits happen on the main eBay sites, i.e. the USA (especially a lot), Germany, GB, France ...
By listing on eBay.com for a small fee the auction will be visible on eBay in the UK and vice versa.
On other eBays it will be visible only on those eBays where it is listed, unless the buyer uses the search and marks that they want to search the whole world. However, few people do this, probably only someone looking for something rare or an addition to their collection of stamps, coins, etc.
Auction positioning depends on many aspects, including the seller’s track record (positive feedback), service level, shipping time, sales level, etc., i.e. what affects the seller ranking, which is updated monthly, as well as purchased promotions.
2. The tax is charged by eBay from the buyer according to the delivery address. You have no influence over that.
