Refund

Good morning. I opened a dispute because the seller was delaying the refund. Now the seller wants to refund the money but claims that there is a dispute and that until I close the dispute he cannot refund the money — is that true? And one more question: if I close the dispute and the seller delays the refund again, will I be able to open a new dispute?

Not true. Ebay will take the money from his account and pay you, but don't close the dispute.

You can't reopen the dispute again.
