refund for an undelivered item

that eBay will refund the money for undelivered goods? Due to an error in the address, the package was returned (to the USA) it is on eBay tracking, but they do not want to refund the money (about 700 PLN)

Is there any way to get it back from them or from the seller?

Not long ago I had a similar case, a shipment from the USA via eBay that, for reasons beyond my control, did not reach me.

I reported the problem to eBay and, to put it mildly, they blew me off, I filed an appeal and got the same thing.

I reported the problem to PayPal and informed them about the issue and that eBay had blown me off with the refund (because I paid through them), and on my behalf they opened a dispute on PayPal for the item not received, and after 2 weeks I got my money back.
