Overcharged shipping costs from Germany

Hello, I bought an item on ebay.de and although at the time of purchase the shipping cost of 39.99 euros was stated (small package), when I wrote to the seller a good 3 hours before the end of the auction asking whether, if I won, he would send it to me more cheaply via DPD or DHL, he did not reply. I won the auction and requested that he send me the invoice for the entire purchase, asking for the shipping costs to be reduced. The seller did not agree to lower the shipping costs to Poland and issued an invoice with shipping costs of 39.99 euros. In further discussion with the seller, I learned that he ships only insured parcels via DPD or DHL. As far as I know, an insured shipment from Germany to Poland with DPD and DHL costs, for the package size and weight, €9.90 (DPD) or €13.99 (DHL) and never €39.99 (shipping costs from the USA to Poland).
The woman I am exchanging messages with is telling me for the second time that she did not come up with these prices and cannot change anything, but I feel cheated, because it cannot be that this seller (GmbH) ships packages within Germany via DPD or DHL for 5.99 euros, and for shipping via the same carriers to Poland demands 39.99 euros, and still does not want to explain where these prices came from? What can I do about this? I am delaying sending the bank transfer and would like to possibly open a dispute on eBay, because this is a blatant scam and humiliation of foreigners.

OP3 years agoBut that says a lot about the company; it seems they want to make money off Poles through shipping costs. Then eBay wants you to leave feedback, and you often see negatives saying the shipping costs are disproportionately expensive. I made arrangements with a friend who lives in Görlitz on a daily basis and changed the delivery address to his, and I notified that company to issue me a new invoice for payment, taking into account the shipping costs to Germany. I received a new invoice for payment with shipping costs of 3.99 euros. That 39.99 euros for buyers from Poland is probably a way of putting people off.
