Incomplete order, no contact with the seller and failed PayPal transactions

Since August 14 this year, I’ve been dealing with the problem of an incomplete order I received from a seller in the USA. I tried to resolve the dispute on eBay, but later I opened another one in PayPal and eBay canceled it for me there. Anyway, I’m trying through PayPal to get at least part of a refund for the incomplete order. There were supposed to be 3 packages, but only 2 arrived... I have all the tracking numbers. The one that didn’t arrive has the status "label created, not shipped". The problem is that the seller informed eBay about shipping only one package.. and eBay sees it as an order received..
I was in contact with the seller, but since my questions about the fate of the unshipped package - the seller has been completely silent. As for PayPal - I’ve been waiting almost 2 months for them to do something. I sent all the tracking numbers, screenshots of the conversations, and the description. Two days ago I received information from PayPal reading: "Required document confirming the filing of a report of suspected crime / offense with law enforcement authorities".
I went to the police, and they told me it doesn’t make sense to file a report of an offense if the guy is a US citizen.. I probably also have no point going to the consumer rights ombudsman.
The prosecutor's office? Does it even make any sense?? I’m in a strange situation. I’m one step away from contacting the card issuer and getting at least some part of the refund through a chargeback due to the incomplete order. I’d be very grateful in advance for any advice if anyone has any ideas.

·10 months agoWhat reason did you give for opening the dispute on EBay? I’m guessing “item not received” since eBay didn’t rule in your favor. It’s always better to open and continue the dispute on EBay because eBay has persuasive arguments against the seller, such as freezing the funds or lowering their ranking.
Paypal, at present, unlike back when it handled eBay’s finances, can’t do much to defend the buyer.
All that’s left is to initiate a chargeback through the card. As the reason, it seems to me, it’s best to state an unauthorized charge of an excessive amount. The seller charged for 3 packages but delivered only two. The missing one probably contains gross value?

OP10 months agoWell, this is my first such case in about 20 years of buying/selling online. Is there any point in reopening the dispute on eBay?

·10 months agoAn eBay dispute can only be opened once. A closed dispute cannot be reopened.
