Setting up data for invoice issuance

Hello,
is there on eBay the option to provide invoice details (name, address + tax ID), so that the seller gets them when receiving the order and can issue an invoice for them (just like it works great on the competing platform).
Since I don't see such an option, when placing an order I send this information in a message to the seller with a request to issue an invoice. The problem is that recently a seller from Germany replied that for accounting reasons he issues invoices only to the details provided in the order, and the order contains only the shipping address (and the billing address if we pay by card, but the seller can't see that). So I received an invoice with the shipping address (which is different from the company address) and without the tax ID, so it's useless to me.
Is there some system solution for this, or do you have to beg each time for an invoice with the correct details?
