Shipment returned to sender - no response from the seller, no help from eBay.

On 19/08 I ordered a relatively expensive item for me - a used lens from a seller in Japan. Since there were no customs charges in the summary, I thought I wouldn’t have to pay any - my ignorance. Anyway, I saw that in the order details I could request a return due to a change of mind, I informed FedEx that unfortunately I would not provide the customs clearance documents and wrote to the seller to explain myself. I thought that was the end of it, but after 10 days the return was rejected. (The seller asked eBay for help, which is why it took so long.) In fact, the seller indicated in the listing that he does not accept returns, and I was misled by the option to choose something like changing my mind. I wrote to FedEx to deliver the parcel and sent the documents. Unfortunately, it was too late, because the process of returning the parcel to the sender had already started. 17.09 the seller received my lens as a return to sender (there is a delivery confirmation in the tracking), but he is not responding to messages asking for a refund or payment for reshipping. I asked eBay for help at an earlier stage, after the return was rejected, and when the parcel had already started its way back to the seller, unfortunately they wrote that they could not do anything, and after exchanging several emails I got a literal reply that they did not intend to respond to my emails anymore. I cannot report the problem as item not received, because the eBay site says I already have an open case for this item, which is not true, because it is an old rejected return case that I cannot even appeal. Reports from the help/contact section in other categories, such as shipment tracking, remain unanswered by eBay.
Please help me with what steps I can take to get my money or the item back.
