Does anyone have any idea how to avoid this.
Recently I bought something on ebay.com, for which I paid the item price + shipping cost + VAT in advance
To my surprise, it arrived in Poland at the customs office in Warsaw and there they charged VAT again on the whole amount.
What is ridiculous is that the shipment included an invoice with the VAT charge clearly visible; they saw the total amount, but on the invoice “one line above” they didn’t see the VAT that had already been charged.
I did not accept the shipment, noting on it something like “improperly charged fees”
I also sent the information to the customs/post office with the documentation.
I hope this will help.
As a last resort, I will also file a complaint.
My question is as follows.
Has anyone had such a case after July 1 this year?
and how did you deal with it.

·1 year agoOf course, I received an international FedEx shipment cash on delivery, a fee of 660 zł. not as VAT, but as tax, but there’s nothing about what kind and what it’s for — they’re up to something!?

·1 year agohi, they don’t just do it, but they don’t inform you that if you’re a private recipient, you have the right to choose a customs agency and for God’s sake don’t choose FEDEX, it’s the worst organized customs clearance EVER I’ve experienced, when I bought knives from Japan for 1.5EUR. FEDEX will add to the total costs + invoice like this: our transports (hidden cost and wrongly charged because from Paris cargo to Warsaw it’s exempt intra-EU transport and should be charged separately with VAT%) + each day of storage 60 PLN net + shipping cost including supposedly 0 transport cost Tokyo - Paris + customs duty at rate % item A. on everything 23% VAT (item B) on the CRM or other customs document and A. + B. = C total cost of the goods. I recommend making sure you have an agreement with a customs agency that has its own clearance rates set in advance in the price list.

·1 year agoI’ll chime in too, they charged me VAT twice (ebay 20+ dollars, Poland 35+ dollars) and on top of that they also charged customs duty even though the item with shipping was 90 dollars, which doesn’t count toward customs duty at that amount, and I can only dream about a refund.

·1 year agoIf you're still reading this. In short - Don't accept it from the postman. Pick it up at the post office and demand a receipt (they print it on A4 and, surprisingly, it has a good description of what and for what) - they have to issue it no questions asked, that's the obligation even if someone tries to argue otherwise - I always do it this way, only mine is a well-practiced routine and no one makes a fuss. Then a photo and a report on eBay. Also photos of the shipment, labels. eBay refunds the collected money, and what they do with it together I don't know.

I'm wondering whether to order a certain thing from the USA, which costs $50 but shipping is $110

·4 years agoApplying for a refund of VAT charged twice is some kind of nonsense.
Polish Post, on the tracking page after the parcel was collected, generated a Certified Customs Declaration ZC299H7. The problem with this document is that there isn’t a single word in the text saying the fee was paid. After contacting PP, I got a response that they could issue me an invoice for the 8,50zł fee they charge, but for the money they took for customs purposes they did not want to issue an invoice. They keep directing me to the tracking page and the Certified Customs Declaration and saying that the document is confirmation.
I contacted eBay and attached this confirmation, but eBay still keeps asking for an invoice. For them, this confirmation is a document demanding payment. No explanation that this is a document generated after the fees were paid is enough.

·4 years agoI have the same problem. I just received a notice demanding payment of VAT for an item from the USA, even though I paid this tax through Ebay along with payment for the goods and shipping. Has anyone tried to dispute something like this, and if so, with what result?
On what grounds did they charge the tax twice if it had already been paid, as shown by the documents attached to the shipment. Tomorrow I plan to call the customs office at WER and find out something. Alternatively, I'll pay the VAT again, out of fear that the shipment may be returned to the sender, and I will demand a refund of that amount on the basis of the confirmation of payment of this tax from Ebay.

·4 years agoSince July I’ve been trying to get back tax that was collected improperly, but to no avail.
In response, they paste in boilerplate that has nothing to do with the issue.

Double taxation depends on whether the seller fills out the electronic IOSS customs declaration when shipping.
The IOSS number itself generated by eBay on the package isn’t enough!!!!
The electronic IOSS customs declaration must be filled out in the country of dispatch.!!!!!
I’ve had similar problems with double tax on the Discogs shopping portal.
The seller from Malaysia didn’t fill out the electronic declaration, and I paid VAT a second time. The Polish Post and the tax office don’t care. They’re taking it again, fair and square. It’s the fault of shopping portals that they collect VAT on purchases unnecessarily, because in any case sellers aren’t able to or don’t feel like filling out these electronic declarations.
And here is my question.
What’s the situation with purchases on eBay and the shipping program via eBay, i.e. GSP Global Shipping Program? Does eBay fill out such an electronic customs declaration for the seller?

·4 years agoEbay does not fill out IOSS or fills it out in a way that does not comply with the requirements of Polish customs law.
So at the border they charge VAT again. To recover the VAT charged by Ebay

Incidentally, to make it “funnier,” customs officers charge VAT on the sum that already includes the VAT charged.
So the buyer pays VAT on VAT, which I think is unfair.
Unfortunately, you won't recover this difference easily.
You can pursue your rights but is it worth the time and hassle?
After all, taxes go into the state coffers so that Poland can grow stronger and people (us) can live more prosperously.

·3 years agoYes.😊 On 24/01 I sent photos of the shipment + a document from the post office about the fee charged. On 25/01 they confirmed they had received it for verification. Today, 26/01, I got a refund to my card.😋
Although I’d rather pay through ebay, because they definitely calculate those fees more favorably.
The biggest problem was with the post office, because I waited a week for them to issue the document; apparently everything is done electronically and they’re not obliged to issue paper “receipts.” The mail carrier showed me the calculated fee on a tablet. What a paranoia. It’s incomprehensible that the post office is not obliged to issue acknowledgements or receipts???
I can’t wait for this junk of a Poczta Polska to go under and be shut down.😜
In the case where the shipment goes via DPD there’s no problem, and at least they didn’t charge me the extortion fee again.
