Package from Japan

Hey, the package from Japan arrived in Poland yesterday at the Lublin sort facility, then the Warsaw sort facility for customs, and now I have the status transfer terminal Lublin sort facility. Is this normal? Why Lublin again? The package is supposed to get to Toruń. Thanks
