eBay fraud with complicity

I bought two collector’s editions for $250 with shipping to my address in the USA. The last tracking update said "Delivered to Agent for final delivery". A week after that, a USPS notice arrived asking for an additional payment of over 100 dollars. I didn’t do it because it looked like a postal mistake or some scammy trick by the seller, the package was returned to the sender, and they confirmed in a message sent through eBay that this happened, but they don’t want to refund the money. The tracking stayed the same as before, namely "Delivered to Agent for final delivery". And now this is the thing - I opened a case with PayPal, thinking it was an obvious case of non-delivery, but they said that "the seller provided proof of delivery". I was floored. I wrote to eBay, and they replied that since I went through PayPal, they can’t do anything. I left the thief negative feedback, and it was removed. Advise me what to do, because this situation looks like institutionalized embezzlement in broad daylight.
