How much time is there from the purchase of an item to use buyer protection on eBay?
I bought an item in England; from the information I received from eBay, it was sent on January 17, and there was no tracking number. The item was supposed to arrive by February 6 at the latest. On February 9 I wrote to the seller to check what was happening with the item, and then he gave me the tracking number, which shows that the item was sent on the day I sent the inquiry, i.e. February 9. He explained the delay by a hacker attack on Royal Mail.
The seller has been on eBay for quite a long time and has only positive feedback, with no negative or neutral ones.
I don't want to report non-receipt unnecessarily if it arrives in, say, 10 days.
So my question is: how much time do you have to report non-receipt of an item? Should I report it today, or can I wait another week?

So if the estimated delivery was planned between January 19 and February 6, can I count those 30 days from February 6?
