Undelivered shipment - wrong address - how do I get my money back?

I have a problem with an order that I did not receive because of an incorrect delivery address, but to get to the point:
On July 10 I won an auction for an item and paid for it right away; just a few days after payment the shipment was marked as sent, however the seller did not provide the tracking number, citing the war as the reason (delivery from Ukraine). I showed understanding and waited a while, but the situation kept repeating, and every time I asked for the tracking number the seller came up with some excuse. When a month and a half had passed and the delivery deadline was over, I opened a dispute on August 24. At first there was no response, but on August 26 the seller sent the tracking number.
It turned out that the parcel had been unsuccessfully delivered twice, on August 9 and 17. And on August 25 a decision was made to return the parcel to the sender.
Of course I went to the post office and made a scene that I had not received any delivery notice. Then, to calm the situation, one of the Polish Post employees took a photo for me from the internal postal system showing the recipient and sender of the parcel. It turned out that I was not the recipient of the parcel with the number provided by the seller. The parcel was addressed to a non-existent address in the building next door (apartment 89 even though there were only 60 apartments) and a different first and last name of the recipient were given. Moreover, the size of the parcel was registered letter S, so it was physically impossible for the item I ordered to fit into a letter in S size. Unfortunately, the post office could do nothing more than unofficially show me that it was not their fault.
So I wrote to the Polish Post Customer Support Office and got a response that they could not give me any information about the parcel because “I was not recognized as an authorized person, e.g. the recipient, with regard to obtaining explanations about the circumstances of the performance of the service under the above-mentioned parcel identifier”.
And here the problems start, because eBay replied that they are not interested in whether I am the recipient of the parcel or what size the parcel is, only that it was sent somewhere and not collected.
(Great, tomorrow I’ll start listing computers and sending postcards to fake details in the houses next door to the recipients, business of a lifetime) - that’s a joke.
But now seriously, what am I supposed to do?
1. The post office will not give me any information because I am not the recipient
2. eBay will not refund my money because something was sent to my city.
3. The shipment did not contain the product I ordered because it would not fit in size S
4. The seller is not cooperating and is in no way trying to resolve the situation (I asked for proof of dispatch with my address, etc.)
What seems most suspicious to me is that I only received the tracking number after the parcel was returned and there was no way to recover it.
Do you have any ideas what to do?
