eBay incomplete order - purchase in the USA

Hello, I have a question for you. I purchased in the USA, according to the description, two separate sets, but according to the description, in the package. An important fact is that the seller most likely made a mistake when listing it and put this set up for the price of one set (currently the listing already shows a price x 2). Today I received a parcel sent by eBay International Shipping, however the parcel contains only one set, not the full package. From what I can see in the tracking, the status says "This item was shipped to our hub in more than one box." , but from the international hub I received, as I mentioned, one set.
I would like to find out what you think about the above situation. I know that mistakes with pricing can happen, but in this situation, if the seller really made a mistake when listing the offer, before, for example, sending only part of the order, should they notify me about it. Unless there was some mistake at the international hub and the rest of the order was not included (which is rather unlikely)? I would like to hear from you what you think about this situation and whether it is worth contacting the seller about it.

Today I looked in the detailed order/shipping panel and a new status appeared, Step 5, previously not visible, from November 18 (This applies to the second shipment according to USPS tracking, which apparently never even reached the international center in the final stretch; the first part of the order arrived without any problems via GLS).
Carrier refused to ship item forward. I read that this status means the shipment of the item to the buyer was rejected, and it is often used by eBay if, according to other information I found, in cases where the shipping center determines that the item has a higher value and should be sold for a higher price. Then supposedly eBay takes over such a shipment and refunds the buyer's money. So from what I found, all that remains now is to contact eBay about this matter, without bothering the seller anymore.

Best to pay via PayPal, and also PayPal by credit card. Why?
If we don’t receive the shipment, we ask PayPal for a refund, and if they start messing around, then go to the credit card operator with a chargeback, in which case we have almost a 100% refund.
Of course, if the shipment doesn’t arrive, and you have to allow 3-4 weeks for that, and if after that period there’s still nothing, we write to both, and if that doesn’t work, then to the bank.

OP1 year agoAfter contacting them, it turned out that the shipment was sent in 2 parts (the second part was sent a few days later). In the eBay panel, under shipping details, there is indeed information about 2 shipments, but I only received the tracking number for the second shipment after contacting the seller, who also wrote to eBay about this issue (from what you can see by the USPS number, the shipment has been stuck somewhere on the way to the eBay logistics center in Glendale, IL for 3 days. So for now, all that remains is to wait.

·1 year agoThe first step is to contact the seller, and the next is to open a dispute that the item is not as described. Don’t choose the option that it was “not received” because you did receive it and only eBay sees that, and on that basis they won’t grant you a refund.
