eBay International Shipping - scam and ripping people off on costs

Recently I bought an item on Ebay.com with this shipping method.
The item I buy is not one-of-a-kind, but the same and repeatable.
The issue I ran into was that this time the shipping was supposed to be done via "eBay International Shipping".
I paid for the item upfront, meaning the cost of the item, shipping, customs duty, and tax.
The shipment reached only the eBay shipping center, after which the shipment was stopped and a message was shown that the shipment cannot be exported.
I wrote to Ebay asking for an explanation.
In response I got some terse, "robotic" answer with links in the message that did not address the content of my email.
I replied again asking them to explain it properly, read my first message, and answer that one.
They replied that they cannot send the shipment because there are restrictions on the weight and size of the package.
This is absurd enough to be tragic.
If Ebay takes on shipping an item, it should follow through instead of creating problems.
In another email I asked whether other auctions I chose (I provided links to those auctions) would also not reach me, and in response I got that this is possible.
There was a PITNEY BOWES program and there were no problems there, the shipments arrived fairly quickly and without any complications.
Not only did I not receive the shipment, they refunded the money, but I still lost over 50 dollars on currency conversion.
I will avoid this shipping method like the plague.
