Can a seller have multiple accounts on eBay?

from the first seller as a business - after a month of not sending the item and no response (he finally got in touch after the negative feedback was left) - he wrote that he had a heart attack and was in the hospital. Unfortunately for him, another buyer left him a negative with a description including the date when he had sent the parcel, and he told me he was in the hospital - I opened a dispute and got my money back through PayPal.
I bought the same items again from another seller - a private one, but again he didn’t send the item and I opened a dispute on eBay. The seller finally shipped it, but the parcel was filled with cardboard, not the item I ordered. However, on the back of the sheet with the courier information are the details of that same first seller.
I checked the feedback history: his business account and 10 other private accounts where they all leave positive feedback for each other.
After the negative comment and opening the case in PayPal, this second small private account deleted the shop. He no longer replies on eBay and doesn’t respond through PayPal, just like in the first PayPal dispute.
I guess it was retaliation for opening a dispute over the parcel not being sent by the agreed date, instead of waiting another week because it was almost ready to ship anyway. Just one more day.
