Customs duty and shipping costs

Hi, I’d like to order a figurine from eBay USA for 500 zł with international shipping from eBay for 220 zł. The description says that customs duty is 0 zł. My question is whether, during customs clearance, they take into account the shipping cost or just the cost of the item itself, i.e. those 500 zł? With shipping it comes to over 700 zł, which is more than 150 euros, from which the customs duty starts. I’d appreciate any help. Thank you

Border fees, meaning customs duty plus VAT, are charged on the sum of the purchase cost and shipping cost.

Up to 150 euros, customs duty is not charged.
